Vision Concept: Seven Precincts

Seven precincts have been identified where departments can be clustered in terms of thematic concepts in terms of their roles and responsibilities and functional relations.

These seven precincts, named after their location, are nominally,

A core infrastructure spine to support the functional corridors and the precincts is proposed including a pedestrian and public transport spine in the forms of a dedicated right of way and pedestrian priority route along Paul Kruger and Church Streets linking the Gautrian Station through to The Presidency and in future to connect to Bel Ombre Station and the Blood Street Taxi Rank

Private vehicle traffic is adequately accommodated in the outer system of one-way couplets and will be complimented with increased parking provision at strategic locations associated with the pedestrian and public space improvements.

The Public Space Network

The Public Space Network

The creation of a public space network supports and builds onto the core system of public transport, creating the core quality environment that directs the location of department accommodation and investment.

Overall Structuring Elements

The intended impact of the TICP SDF vision is to assemble the critical actions/components of an Inner City development strategy and ensure they are all implemented concurrently towards achieving the greatest overall impact. The four critical and synergistic components / actions for the project is:

  1. Building on the existing infrastructure and government property holdings,
  2. Concentrating public investment and urban management,
  3. Creating a “Capital Web” of public spaces for people on foot,
  4. Creating precincts with public space foci to direct Government Accommodation location.
